A inovação e o intraempreendedorismo no Setor Público: o caso do SAAE em Governador Valadares-MG

Abstract

The last decades of the 20th century were the scene of several changes in the organization of the State. We can generalize these changes by the name New Public Management, which, among many factors, proposed to organizations in the first sector the techniques, norms and behaviors usually found in the second sector. Among these concepts are innovation and entrepreneurship. In the immense theoretical framework in which entrepreneurship is inserted, this work focuses on the intrapreneurship theme. It is in front of this fact that this work is situated, since it seeks to analyze the perception of public managers about innovation and intrapreneurship within the public sector in an autarchic organization located in the municipality of Governador Valadares – MG. Characterized as a qualitative research, data were collected through semi-structured interviews, which were recorded and later transcribed. For the analysis of the data obtained, the technique of content analysis was used, which was performed with the aid of the free software IRAMUTEQ®, which found 5 categories, which were: 1) Public Administration, 2) Environment, 3) Services Provided , 4) Public Service and 5) Entrepreneurship and Innovation. The data revealed that managers consider the organization in which they work to be entrepreneurial, but with regard to innovation, they consider that there is still a way to go in order to be considered an innovative company.
