A administração pública no governo da Presidenta Dilma Rousseff (2011-2016): uma análise do ordenamento institucional

Abstract

This work aims to analyze the direction of public administration in the government of President Dilma Rousseff (2011-2016), in order to prove the continuity of the Peripheral Liberal Capitalist Development Pattern, in other words, the perpetuation of neoliberalism and the form of managerial administration, the latter being characterized by the monocratization of bureaucracy in strategic areas for the functioning of the state apparatus and by the flexibilization of the bureaucratic structure in the social sectors. That is, this study seeks to prove the deepening of the administrative counter-reform, for which an extensive bibliographical review will be carried out, which has as central authors Souza Filho (2011) and Souza Filho and Gurgel (2016), insofar as this research has as its main idea that the imbrication of bureaucracy and patrimonialism is necessary for the maintenance of the conservative pact of domination, the basis of the development of the Brazilian public administration. To confirm this issue, an analysis of the institutional order in the president's mandates is carried out, through the investigation of the content of Constitutional Amendments and Complementary Laws approved in the period.
