Caixa escolar: uma análise da gestão de pessoas e prestação de contas em Belo Horizonte

Abstract

lt is intended, in this paper, to analyze the management of the School Fund in Belo Horizonte, focusing on people management and accountability. The choice of these two aspects of the management of the School Fund is justified by the fact that they are the aspects appointed, on a recurring basis, by the principais as the most challenging of the exercise of their function. The study presented here shows that School Fund is an important educational forum for providing the schools of goods, services and projects necessary for learning assurance of the students. However, the management of it absorbs a considerable time the daily life of the school principais relegating the pedagogical aspect to the background. To accomplish the proposed study were interviewed principais and people involved with the daily management of the School Fund, in addition to analysis of documents and relevant legislation. From the results it was noticed that it is important to keep the formality of administrative acts and resource investment, however, there is also the need for change on the School Fund management procedures so that the execution of this activity does not absorb the working time of the principais. At the end of the research was elaborated an action plan in orderto improve the management of the School Fund. Among the proposals are: the continuing education of principais and financial administrative managers, changes in people management processes employed by the School Fund and, under the Municipal Education, the redefinition of roles and procedures by the Management responsible for administrative and financial control of School Funds in the city.
