Title: Building Information Modeling (BIM) nas universidades federais de Minas Gerais: panorama da adoção BIM nos setores de infraestrutura

Resumo: A presente dissertação caracteriza o panorama de implementação do Building Information Modeling (BIM) nos setores de infraestrutura das Universidades Federais de Minas Gerais, tomando a Nova Estratégia BIM BR (Decreto nº 11.888/2024) como referência de política pública impulsionadora da metodologia BIM no setor público. O estudo trata o BIM como inovação de processo capaz de superar as limitações do CAD tradicional e ampliar colaboração, transparência e produtividade em projetos e obras, aplicando esse referencial a um nicho específico da universidade federal: os setores de infraestrutura. Os objetivos específicos foram identificar as principais barreiras à implementação do BIM, levantar o nível de adoção BIM nos setores de infraestrutura das IFES mineiras e apresentar o panorama atual dessa implementação, articulando os resultados obtidos em campo para propor diretrizes de fortalecimento da metodologia nesses setores. Adotou-se abordagem qualitativa, exploratória e descritiva, com levantamento (survey) e revisão bibliográfica sobre inovação pública, fundamentos do BIM e modelos de maturidade. Os dados foram coletados junto a gestores dos setores de infraestrutura nas 11 universidades federais mineiras, das quais nove responderam (81,8% do universo). Os resultados evidenciam panorama incipiente e heterogêneo: nenhuma instituição atingiu o nível Gerenciado da matriz BIM³ (Succar, 2010b), e as mais avançadas não ultrapassaram 33,33%, no nível Definido. As barreiras predominantes revelaram-se organizacionais, sobrecarga das equipes, ausência de políticas institucionais e falta de capacitação, superando as limitações tecnológicas. A originalidade está na aplicação da matriz BIM³ em diferentes IFES mineiras, em momento relevante diante da recente Nova BIM-BR, articulando a avaliação da maturidade BIM à análise das barreiras à sua implementação e ao planejamento institucional. A partir do diagnóstico, propôs-se um Produto Técnico-Tecnológico estruturado em três eixos, governança e institucionalização, capacitação e gestão do conhecimento, e padronização tecnológica, diferenciado por perfil de maturidade. O estudo contribui, no plano prático, com diagnóstico individualizado e diretrizes de melhoria às IFES, e, no plano científico e de políticas públicas, ao ampliar a literatura sobre maturidade BIM no setor público.
Abstract: This dissertation characterizes the current state of Building Information Modeling (BIM) implementation in the infrastructure sectors of the Federal Universities of Minas Gerais, taking the New BIM BR Strategy (Decree No. 11,888/2024) as a public policy reference driving the BIM methodology in the public sector. The study approaches BIM as a process innovation capable of overcoming the limitations of traditional CAD and of expanding collaboration, transparency, and productivity in design and construction projects, applying this framework to a specific niche of the federal university: the infrastructure sectors. The specific objectives were to identify the main barriers to BIM implementation, to assess the level of BIM adoption in the infrastructure sectors of the Minas Gerais IFES, and to present the current state of this implementation, articulating the results obtained in the field to propose guidelines for strengthening the methodology in these sectors. A qualitative, exploratory, and descriptive approach was adopted, combining a survey strategy with a literature review on public sector innovation, BIM fundamentals, and maturity models. Data were collected from infrastructure sector managers at the 11 federal universities of Minas Gerais, nine of which responded (81.8% of the total universe). The results reveal an incipient and heterogeneous scenario: no institution reached the Managed level of the BIM³ matrix (Succar, 2010b), and even the most advanced ones did not exceed 33.33%, remaining at the Defined level. The most significant barriers proved to be organizational, including staff overload, the absence of institutional policies, and insufficient training, outweighing technological limitations. The originality of the study lies in the application of the BIM³ matrix across different Minas Gerais IFES, at a moment closely following the recent publication of the New BIM BR, linking the assessment of BIM maturity to the analysis of implementation barriers and institutional planning. Based on this diagnosis, a Technical Technological Product was proposed, structured around three axes: governance and institutionalization, capacity building and knowledge management, and technological standardization, each differentiated according to institutional maturity profile. The study contributes, at the practical level, with an individualized diagnosis and improvement guidelines for the IFES, and, at the scientific and public policy levels, by expanding the literature on BIM maturity in the public sector.
