Por uma divulgação da ciência: as políticas públicas e os discursos silenciados

Abstract

This research aims to understand how scientific dissemination is incorporated into the public policies of science, technology and innovation (STI), and how the researchers recognize their role for the dynamics of scientific production in the country. For this, the thesis uses a qualitative methodology, based on the Semiology of Social Discourses, searching, from the Discourse Analysis, to identify clues and marks of the frictions and embargoes that constitute the field of STI. Evidence is presented as to how discursive formations contribute to the dilemmas and asymmetrical axes that characterize the policy of scientific dissemination in the country, considering that they are often veiled and naturalized, making it difficult to access and understand the phenomenon in all its complexity. For the analysis, federal universities of Minas Gerais were selected, since the state contemplates an expressive network of higher education. Thus, the four best public institutions in Minas Gerais were defined by the Ranking Universitário da Folha de São Paulo (RUF) and its respective postgraduate programs with the highest grade in Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes): the Political Science of the Universidade Federal de Minas Gerais (UFMG), the Plant Physiology of the Universidade Federal de Viçosa (UFV), the Religion Science of the Universidade Federal de Juiz de Fora (UFJF) and the Mechanical Engineering of the Universidade Federal de Uberlândia (UFU). With the development of this work, it is possible to recognize that, even with the creation of specific foundations of science and technology and government investment in some initiatives, the country still needs to make great progress in the development of strategies for dissemination, education and popularization in science, towards a national policy of scientific dissemination. The researchers' perceptions were analyzed from three levels: the discourse itself, the tensions and the invisibilities. The path of a public policy of scientific dissemination in the country is only possible if there is an articulation between the different actors and consider this plural and contradictory context of the universities and research institutes.
