| Resumo: | Essa pesquisa de Doutorado visa compreender o processo de criação da Secretaria Nacional de Políticas para as Mulheres da Presidência da República (SPM-PR), em 2003, no governo Lula, respaldada na relação entre os grupos de interesses feministas com as escolhas políticas e governamentais, sua consolidação com o êxito das políticas produzidas, destacando a relevância das Conferências Nacionais como espaços de interlocução entre Estado e sociedade, e sua trajetória até o fim do governo Dilma Rousseff, em 2016, governo esse que foi interrompido pelo processo de impeachment. Após o afastamento da presidenta, seu vice-presidente, Michel Temer, assume e, assim, busca-se, nesta tese, analisar o consequente esfacelamento da Secretaria, traçando o curso da mesma de 2016 até o presente ano de 2018, associar seu fim institucional às instabilidades políticas e governamentais correntes pós-impeachment. Nessa elaboração, torna-se necessária, portanto, a compreensão da trajetória do conceito de gênero frente ao contexto de surgimento e fim da SPM, como se formou a agenda de políticas para as mulheres, apontar os atores envolvidos e, finalmente, entender como o contexto político e os governos influenciaram nesse caminho. |
| Abstract: | This PhD research aims to understand the creation of the Presidency of the Republic’s National Secretariat of Women’s Policies, in 2003, during Lula’s government, based in the relation between feminist interest groups and the political choices made by the government at the time. The research also seeks to comprehend the success of the developed policies, highlighting the relevance of the National Conferences as spaces of dialogue between State and society. The impeachment process, in 2016, interrupted Dilma Rouseff’s government, and Michel Temer, former vice president, became the new president. Thus, this doctoral thesis aims to assess the shattering of the Secretariat, following its progress from 2016 to its ending, in 2018, and to associate it with the political and governmental instabilities after the impeachment. It is also necessary to understand the trajectory of the concept of gender from the beginning to the end of SPM, how the agenda was set for women policies, point the involved actors and the influences of the political and governmental context. |
