A relevância institucional do Proerd para a Polícia Militar do Ceará e seus impactos positivos para a sociedade cearense

Abstract

This article analyzes the institutional relevance of the Drug and Violence Resistance Education Program (PROERD) for the Military Police of Ceará (PMCE), as well as its positive social impacts. The study examines how a primary prevention public policy serves as a strategic tool that goes beyond repression, reshaping the relationship between the State and the school community. The general objective is to assess the importance of the program in rebuilding the institution’s corporate image and its effects on social pacification. To this end, the research adopts a qualitative, descriptive, and exploratory approach, structured through a narrative literature review and documentary analysis of legislation and institutional reports from the PMCE. The results show that PROERD, implemented in the state in 2001 and having trained more than 731,000 students, challenges the paradigm of strictly reactive policing by introducing the uniformed police officer as a social educator. This dynamic humanizes law enforcement officers and strengthens the philosophy of community policing, supported by the three pillars of Police, School, and Family, while integrating with modern governance approaches. It is concluded that the program goes beyond the anti-drug curriculum, serving as an important driver of citizenship, child and adolescent protection, and the democratic legitimacy of the police force, demonstrating that investment in preventive education is indispensable to public security in Ceará.
